Under the general supervision from the Systems Analyst Team Leader, performs complex technical programming and systems analysis work. Analyzes, programs, tests, implements and documents computer software applications. Maintains and upgrades existing software applications. Installs and assists users in implementing proprietary software. Works directly with county employees/departments to enhance and troubleshoot existing applications as well as develop new software solutions.
Assesses needs and develops software systems as required by users (interviews, determines requirements, makes notes, designs system to accommodate needs). Tests, debugs, and documents applications. Assists users in implementing applications. Trains personnel and assists with problems. Maintains, modifies, and upgrades program code as required. Installs and assists users with third party software integration. Coordinates with users, communicating requirements and concerns to technical support staff and upper management. Designs, develops and creates application forms using such tools as; C#, .NET, PHP, PL /SQL, Visual Studio, SQL Server Management Studio (SMSS) etc. Designs, develops and formats reports using SSRS (SQL Server Reporting). Develops and maintains data transfer utilities between external sites / applications and internal applications / databases. Stays current in the field by consulting with outside vendors concerning software and hardware problems. Researches current solutions and advises users accordingly. Studies and develops proficiency with new proprietary software as required to assist users. Assists in configuration of personal computers, operating system configuration, and report printing. Performs related duties as required.
Education: Graduation from a college or university with a Bachelor's Degree in computer science, engineering, or other closely related fields, with extensive course work in computer science.
Experience: Two to four years of increasingly responsible employment as a computer programmer, or any equivalent combination of education and experience.
Knowledge: Extensive knowledge of methods, practices and procedures of software programming for Windows Operating Systems; thorough knowledge of C#, .NET, Visual Studio, SSRS, SQL PLUS, SQL Server Management Studio, Oracle/SQL Databases, PHP, HTML, Microsoft Windows OS, and Microsoft Office. Considerable knowledge of analysis and design techniques and quantitative methods; considerable knowledge of technical documentation and report writing.
Abilities: Ability to communicate effectively verbally and in writing; ability to code complex program instructions; ability to reorganize, analyze and solve complex program problems; ability to research and evaluate systems needs and design procedures; ability to establish and maintain effective working relationships with employees, other departments and the public.
