Annual Range: $60,756.80 - $86,465.60 Status: Full-time, Exempt
I. SUMMARY Under general direction of the Economic Development Director, manages the business retention and expansion program to develop and support a robust and healthy business climate and coordinates assigned activities with City departments, businesses, and outside agencies. This position is a merit employee position that has the protections found in Utah Code ?10-3-1105(1)(a). II. SUPERVISION EXERCISED None. III. ESSENTIAL DUTIES ? Develop, coordinate, and implement business retention and expansion program activities. ? Advise the Economic Development Director on business needs and risk factors. ? Develop and maintain a database of project leads and business prospects. ? Coordinate with external economic development partners to connect West Jordan businesses with training and resources to help them thrive in the city. ? Develop and maintain close relationships with key industries in the county. ? Implement a business visitation program and maintain data from individual visits in coordination with the Economic Development Director, report on findings though visitation program and address issues and concerns of existing companies. ? Serve as the key contact for existing companies to help them solve problems or challenges that hinder growth in the community. ? Conduct annual business surveys to all West Jordan Businesses to assess risk factors for individual businesses as well as the overall health of the business community. ? Maintain West Jordan business database and coordinate with business licensing to ensure accurate collection and retention of business license records. ? Manage city CRM software and business record for purpose of accurate reporting of BRE efforts, business intel, and outcomes of strategic efforts. ? Develop and manage industry development events to strengthen the adoption of technology solutions among industrial businesses. ? Assist in special research and development projects. ? Manage program specific budget and related support functions. ? Participate in department level strategic planning by offering program level insights. ? Propose policies and procedure including planning and administering City, State, and Federal incentive programs for businesses. ? Assist outside entities with compliance with State regulations to assure continuing participation in incentive programs and grants management/compliance. ? Prepare communication for City Council on the business retention and expansion program to include staff summaries. ? Prepare reporting for grants and development programs to meet federal, state, and local reporting requirements. ? Perform other related duties and responsibilities as assigned. IV. JOB RELATED AND ESSENTIAL QUALIFICATIONS A. Knowledge of: ? Principles and practices of economic development and business retention and expansion. ? Economic, geographic, and demographic factors. ? Managing and pursuing various incentives (local, state, and federal). ? State and federal programs for economic development and business retention and expansion. ? Public and private financing mechanisms to promote economic development. ? Research methods and sources of information necessary for economic development. ? Program delivery for business retention and expansion in conjunction with proper workforce development. B. Skill with: ? Operating modern office equipment including computer equipment and software. ? Operating a motor vehicle safely. C. Ability to: ? Read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. ? Respond to common inquiries or complaints from residents, external partners, regulatory agencies, or members of the business community. ? Effectively present information to top management, public groups, and/or boards of directors. ? Communicate with language skills specific to business, manufacturing, and economic development. ? Work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry. ? Apply concepts such as fractions, percentages, ratios, and proportions to practical situations. ? Define problems, collect data, establish facts, and draw valid conclusions. ? Interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. ? Exercise independent judgment and initiative. ? Make effective verbal and written presentations. ? Present and defend economic development decisions that may be controversial in nature. ? Organize and prioritize own work to handle multiple projects at one time. ? Establish and maintain effective working relationships with public officials, other city employees, developers, property owners, citizen groups and the public. ? Plan and implement a variety of programs, projects, and activities related to economic development. V. Minimum Qualifications: A. Experience: ? Four years of experience in economic development, or closely related field. B. Education and/or Training: ? Bachelor?s degree from an accredited college or university in business management, administration, public administration, marketing, economics, economic development, or other closely related field. C. License or Certificate: ? Valid Utah Driver?s License. D. Special Requirements: Essential duties require the following physical skills and work environment: ? Work in a standard office environment; sit, stand, walk, kneel, crouch, stoop, squat, and lift 25 lbs. ? Travel to different sites and locations.
